What is odd is that I had already tried this from the iPhone itself. It was displaying them as the original iOS 11 HEVC photos and videos rather than a converted form. I checked that and I was finally able to export them. While on that computer I noticed an option on Image Capture not available in Sierra: in the lower-left hand corner there is a checkbox that says import as originals. I borrowed a friend's computer running High Sierra and got the same thing.

I tried it with an old Mac Mini running Mavericks and got the same thing. Every time for every photo and video, Image Capture gave error 9937. I have an iPhone 7 running iOS 11 and I was trying to export my videos and photos off of it as the phone was full.
